On the Main Menu, hold L + R and press:

UNLOCK ALL CHARACTERS

UNLOCKING HINT
Mad Scientist level: Find a star object somewhere in the game. You can find one in the castle part of the Sherwood forest level, once you find it, the level will be unlocked in all non-Underground game modes.
