Defeat the first boss and hold A + B, then press Start on the title screen.

UNLOCK THE SOUND TEST MENU
On Controller Two, hold:
Up + B then press Reset.

LEVEL SELECT
When Sound Test Menu is on the screen, on Controller Two, press:
B, Up, Up, B, Down, Down, B
Use the D-Pad to select levels.
